The Council of the European Union is the second legislative chamber of the European Union. It meets in ten different configurations of twenty-eight national ministers (one per state). The precise membership of these configurations varies according to the topic under consideration; for example, when discussing agricultural policy the Council is formed by the twenty-eight national ministers whose portfolio includes this policy area (with the related European Commissioners contributing but not voting).

At Brussels Model European Union 2015, participants in the council will be assigned a country to represent its interests. They will be a minister of their country and will debate both of the hereunder-mentioned topics. In this simulation they are thus expected to research and master both topics and manage to represent the interests of two ministries of their Member State.
